filled to capacity, the cans shall be capable of being tilted to pour out the contents without noticeable distortion or difficulty from the tendency of the side walls to distort. After cans are filled to capacity, the cans can be tilted toward the spout to an angle of 30° without spillage at the spout or sprinkling head areas. The handle shall be strong enough to withstand a force twice that of the weight of the can’s capacity of water without distortion.
2.1.1 Type I. The type I water can shall have one or more handles to be used for carrying and pouring. The end of the pouring spout shall be not more than 1 inch in diameter and not less than 3/4 inch in diameter. The wall thickness of the can shall be not less than 0.075 inch thick.
2.1.2 Type II. The type II water can shall be constructed the same as the type I, except that it shall be equipped with sprinkler head not less than 3-1/4 inches in diameter. The sprinkler head shall be removable for cleaning without the use of tools. The wall thickness of the can shall be not less than 0.075 inch thick.
2.2 Finish. The finished water cans shall be in accordance with the manufacturer’s standard commercial practice. The cans shall be free from blisters, mold marks, cracks, lumps, or other defects which will affect the appearance or utility of the water can. The color of the water cans shall be as regularly furnished by the supplier.
2.3 Marking for identification. The water cans shall be legibly and permanently marked with the manufacturer’s name or trademark.
3. QUALITY ASSURANCE
3.1 Certification. The contractor shall certify, and maintain substantiating evidence that the product offered meets the salient characteristics and requirements of this Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
3.2 Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within the tolerance specified using conversion tables contained in the latest revision of Federal Standard 376, and all other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch/pound units, a request should be made to the contracting officer to determine if the product is acceptable. The contracting officer has the option of accepting or rejecting the product.
