COMMERCIAL ITEM DESCRIPTION
WASTE RECEPTACLE, MOBILE, PLASTIC, WITH LID
The General Services Administration has authorized the use of this commercial item description in lieu of Interim Federal Specification L-W-001653.
This commercial item description covers mobile waste containers with lids, made of high-density polyethylene, and furnished in 32 or 44 gallon capacities, as specified.
Salient characteristics:
1. Receptacles shall be molded in one piece and shall be watertight.
2. Interior and exterior surfaces shall allow for easy and thorough cleaning.
3. Color shall be as specified in the contract or order.
4. Receptacles shall have two diametrically positioned handles located near the top edge. Metal handles, when used, shall be corrosion resistant.
5. Lids shall be molded in one piece and shall have a handle for easy removal. Means shall be provided for locking the lid securely to the receptacle.
6. The base of the receptacle shall have two diametrically located hand-holds, directly below the handles, for emptying the receptacle.
7. The undercarriage shall have a minimum of four swivel casters evenly spaced around the circumference or located at the corners of the undercarriage. Casters shall be a minimum of 3 inches in diameter. The undercarriage shall be fastened securely to the base, using a method which permits removal for cleaning or replacement.
8. Receptacles shall be free from seams, flash, blisters, cracks, ships, sharp parts, such as handles or fasteners.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this commercial item description and that the product conforms to the producer’s own drawing, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial market. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Recovered materials. The manufacturer shall utilize recovered materials to the maximum extent practicable.
Packaging, packing and marking. Each receptacle shall be packaged in accordance with commercial practice and packed in fiberboard boxes that will assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling, and storage. The shipping containers shall be in compliance with National Motor Freight Classification and Uniform Freight Classification. Shipping containers shall be marked as specified in the contract or order.
