WASTE RECEPTACLE, FUNNEL TOP, PLASTIC
The General Services Administration has authorized the use of this
Commercial Item Description
This commercial item description covers 32-gal plastic waste receptacles with funnel top for outside use.
Salient characteristics:
(1) Size- minimum of 32 gal.
(2) Material- Polyethylene (PE) or polyethylene copolymer.
(3) Receptacles shall be molded in one piece and watertight.
(4) Interior and exterior surfaces shall allow for easy and throughout cleaning.
(5) Receptacles shall have two diametrically positioned handles located near the top edge. Metal handles, when used, shall be corrosion resistant.
(6) Two diametrically positioned handholds located in the base and directly below the handles for emptying the receptacle.
(7) Funnel top molded in one piece and shall lock securely to the receptacle.
Receptacles shall show no evidence of cracking, splitting, failure, separation, or deformation when tested as below:
(1) Pour 100 lb of sand or crushed ice into one receptacle. Condition the loaded receptacle at 0o + 5o for a period of 12 hours. Drop the loaded receptacle onto a concrete surface from a height of 3 ft, allowing it to strike the bottom edge.
(2) Condition two empty receptacles as described above. One of these receptacles shall be dropped three times from a height of 6 ft, striking the bottom edge once and the top edge twice at opposite points. The remaining receptacle shall be placed on its side, and weight shall be added to the rim until the sides touch.
Note. The above tests shall commence within 10 seconds after removal from the conditioning chamber.
(3) Fill a receptacle with 100 lb of sand or crushed ice and lift 200 times from a flat surface to a height of at least 1 inch, using only the handles for lifting.
(4) Place a receptacle in an upright position on a 6-inch horizontally mounted 50-grit sanding belt. Tilt the receptacle to a 45o + 5o angle opposite to the travel of the belt. Secure the receptacle to assure that the same point of contact with the belt is maintained. Add a volume of water equal to 20 percent of the receptacle’s capacity. Operate the belt at 60 surface feet per minute or less until 600 ft of abrasion occurs. Seepage or leakage prior to 600 ft of abrasion shall constitute failure of this test.
Workmanship. Receptacle and funnel top shall be free from seam, flash, blisters, cracks, chips, sharp fins, sharp edges, lumps, and imbedded foreign material, and any sign of corrosion on metal handles.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this commercial item description and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial marketplace. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Regulatory requirements. The manufacturer shall utilize recovered materials to the maximum extent practicable.
Packaging, packing and marking. Each receptacle shall be packaged in accordance with normal commercial practice and packed in fiberboard boxes that will assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling, and storage. The shipping container shall be in compliance with the National Motor Freight Classification and Uniform Freight Classification. Marking shall be as specified in the contract or order.
